William Jefferson Clinton is an American politician who served as the United States’ 42nd president from 1993 to 2001. He served as governor of Arkansas from 1979 to 1981 and then again from 1983 to 1992, as well as attorney general from 1977 to 1979. Clinton was a New Democrat and a member of the Democratic Party, and many of his initiatives mirrored a centrist “Third Way” political philosophy. Hillary Clinton, who worked as Secretary of State from 2009 to 2013 and campaigned for President in 2008 and 2016, is his wife.
Clinton attended Georgetown University and was born and reared in Arkansas. He went on to University College, Oxford, and Yale Law School on a Rhodes Scholarship. In 1975, he married Hillary Rodham, whom he met at Yale. Clinton returned to Arkansas after graduating from law school and was elected state attorney general, followed by two non-consecutive terms as governor of Arkansas. He reformed the state’s education system as governor and served as head of the National Governors Association. Clinton defeated incumbent Republican President George H. W. Bush in the 1992 presidential election. He became the third-youngest president in history and the first of the Baby Boomer generation to win the White House at the age of 46.
Clinton presided over the longest run of economic expansion in American history during a period of peace. He signed the North American Free Trade Agreement (NAFTA) and the Violent Crime Control and Law Enforcement Act into law, but his health-care reform plan failed to pass. For the first time in 40 years, the Republican Party secured complete control of Congress in the 1994 elections. He was, nevertheless, re-elected in a landslide in 1996. Clinton underwent an ideological shift during this time, becoming far more conservative in his domestic policies, campaigning for welfare reform, the State Children’s Health Insurance Program, and financial deregulation. He also named Ruth Bader Ginsburg and Stephen Breyer to the Supreme Court of the United States. The Congressional Budget Office recorded a budget surplus during Clinton’s last three years in office, the first since 1969. Clinton directed US military intervention in the Bosnian and Kosovo wars, signed the Dayton Peace Accord, signed the Iraq Liberation Act in opposition to Saddam Hussein, took part in the Oslo I Accord and Camp David Summit to advance the Israeli”Palestinian peace process, and aided the Northern Ireland peace process.
The Monica Lewinsky controversy, which began in 1996 when Clinton had a sexual affair with 22-year-old White House intern Monica Lewinsky, would dominate Clinton’s second term. The sexual connection made tabloid headlines in January 1998. The controversy grew throughout the year, ending in Clinton’s impeachment by the House of Representatives on December 19, making him the second president of the United States to be impeached. The two impeachment articles voted by the House were based on Clinton’s use of presidential powers to hinder the investigation and her lying under oath. The impeachment trial in the US Senate began the next year, but Clinton was acquitted on both accusations because the Senate fell short of the required 67 votes (or two-thirds majority) to meet the conviction threshold.
Clinton had the best end-of-term approval rating of any president in the United States since Franklin D. Roosevelt. His presidency has been regarded among the top in historical presidential rankings, but his personal conduct and sexual assault scandals have drawn widespread condemnation. Clinton has continued to engage in public speaking and humanitarian activity while leaving office. He established the Clinton Foundation to address global issues such as HIV/AIDS prevention and global warming. He was designated the United Nations Special Envoy to Haiti in 2009, and following the 2010 Haiti earthquake, he formed the Clinton Bush Haiti Fund alongside George W. Bush. He has stayed involved in Democratic Party politics, advocating for his wife’s presidential campaigns in 2008 and 2016, as well as Barack Obama’s presidential campaign in 2012.
