Closed-circuit television (CCTV), also known as video surveillance, uses video cameras to transmit a signal to a specific location on a limited set of monitors. It differs from broadcast television in that the signal is not transmitted openly, although point-to-point (P2P), point-to-point (P2MP), or network cable or wireless connections can be used. While nearly all video cameras meet this definition, the term is most often applied to those used for surveillance in areas requiring additional security or constant surveillance. Although video telephony is rarely referred to as “CCTV”, the only exception is the use of video in distance learning, where it is an essential tool.

Public surveillance using CCTV is widespread in many regions of the world. In recent years, the use of body-worn cameras has been introduced as a new form of surveillance, often used in law enforcement, with cameras located on the chest or head of a police officer. Video surveillance has generated significant debate about balancing its use with the right to privacy, even if it is public.

In industrial plants, CCTV equipment can be used to monitor parts of the process from a central control room; for example, when the environment is not suitable for people. CCTV systems can operate continuously or only as required to monitor a specific event. A more advanced form of CCTV using digital video recorders (DVRs) provides recording for possibly many years with varying quality and performance parameters and additional features (such as motion detection and email alerts). Recently, decentralized IP cameras, possibly equipped with megapixel sensors, support recording directly to network storage devices or an internal flash for fully autonomous operation.

It is estimated that around 1 billion surveillance cameras will be in use worldwide by 2021. About 65% of these cameras are installed in Asia. In recent years, the growth of CCTV has slowed. The introduction of this technology has contributed to a significant increase in government oversight, significant development of methods for improved social monitoring and control, and numerous measures to prevent crime around the world.
