A consumer is a person or a group of persons who intend to order, order or use purchased goods, products or services primarily for personal, social, family, household and other similar needs that are not directly related to entrepreneurial or business activities. The law primarily uses the term “consumer” to refer to consumer protection laws. The definition of a consumer is often limited to living people (i.e., not corporations or businesses) and excludes commercial consumers. The typical legal framework for consumer protection is based on the idea of inefficiency in policing market failures, such as inequality of negotiating between consumers and businesses. Since all potential voters are also consumers, consumer protection clearly has political implications.
