FIFA (or Federation de Football Association – that is, the Federation of Association Football) is the governing body of international football. It was founded in Paris, France, 21 May 1904, to improve the sport. The foundation act was signed by delegates from France, Belgium, Denmark, Netherlands, Sweden, Switzerland and Spain. Two days after its creation, the organization met in the first Congress, where Robert Guerin from France was elected as president.

In 1906, FIFA held the first international football tournament ever. It was not very successful, though. This, combined with the absence of the economy, led to the replacement of Guerin’s replacement by Daniel Burley Woolfall, an Englishman. Under the leadership of Woolfall his participation in the Olympic Games in FIFA in 1908 fared much better than the first attempt of the organization. Firstly, only the European countries were in the federation. In 1909, however, South Africa joined in, and then three years later, Argentina and Chile, then a year later in the United States and Canada.
