According to the ad associative definition, government is made up of three parts: legislative, executive, and judiciary. Government is both a method of enforcing organizational policies and a process for establishing policy. Every government has a constitution in the form of a declaration outlining its governing ideas and ideology.

While all organizations have governance, the term “government” is frequently used to refer to the roughly 200 separate national governments and subsidiary organizations.

Monarchy, aristocracy, timocracy, oligarchy, democracy, theocracy, and tyranny have all been historically common systems of governance. The primary component of any philosophy of governance is how political power is gained, with electoral struggle and hereditary succession being the two main options.

The exact moment and location where the phenomena of human governance began is lost in time; nevertheless, early governments are documented throughout history. The first tiny city-states arose some 5,000 years ago. Some of civilizations, such as Sumer, Ancient Egypt, the Indus Valley Civilization, and the Yellow River Civilization, had grown into larger controlled territories by the third to second millennia BC.

Agriculture and water management initiatives aided in the establishment of governments. A chief of a tribe was occasionally elected to lead his tribe by different ceremonies or tests of strength, often with the help of a council of senior tribesmen. Humans’ capacity to properly transmit abstract, acquired knowledge helped them to become increasingly successful at agriculture, allowing for ever higher population densities. David Christian discusses how this led to states with governments and laws.

As agricultural populations became larger and denser, contacts between various groups grew stronger, and social pressure built until, in a remarkable resemblance to star formation, new structures and levels of complexity arose. Cities and states rearrange and energize the smaller things inside their gravitational field in the same way as stars do.

The popularity of republican systems of administration rose toward the end of the 17th century. The English Glorious Revolution, the American Revolution, and the French Revolution all contributed to the rise of representative government. The Soviet Union was the world’s first big country to be governed by communists. Liberal democracy has been an even more popular type of administration since the collapse of the Berlin Wall.

The size and scope of government at the national level grew dramatically throughout the nineteenth and twentieth centuries. This encompassed corporate regulation as well as the growth of the welfare state.
