A leash (also known as a lead, lead line, or tether) is a rope or similar material that is attached to a collar, harness, or halter to manage an animal. A leash is typically used when walking a bigger (potentially dangerous or violent) animal in British English, with lead being more usually used while walking a dog.

Many localities have established legislation requiring dogs to be kept on a leash in public areas; in certain locations, cats must also be kept on a leash, in a kennel, or in a cat-proof yard or home.

A leash is used to keep animals from scaring or biting humans or other animals, defecating and peeing in unsuitable locations, jeopardizing traffic, digging up lawns, causing other damage, becoming lost, and escaping from their owners. Leashes also serve as a clear means of communication and control when it comes to dog training.

Each state in the United States has its own set of leash rules. While some states do not have statewide leash regulations and instead allow local governments the authority to enact them, others have statewide leash laws.

Alabama, Alaska, Arizona, Arkansas, California, Colorado, Florida, Georgia, Hawaii, Idaho, Iowa, Kansas, Maryland, Massachusetts, Minnesota, Mississippi, Montana, Nevada, New Jersey, New Mexico, North Dakota, Oklahoma, Oregon, Rhode Island, South Carolina, South Dakota, Texas, Utah, Vermont, Virginia, Washington, and Wyoming are the only states without statewide leash laws.

Dogs are not allowed to run free in Connecticut unless they are being hunted. If the dog displays nasty tendencies and the owner still lets it go loose and someone is bitten, the owner can be fined up to $1,000 and sentenced to 6 months in jail, unless the victim has abused the dog and instigated the harmful conduct.

Dogs are not permitted to run at large in Delaware unless the owner is present and has control over the animal. Farm dogs are an exception. During the night, dogs must be kept in an enclosure from which they cannot escape, firmly restrained with a collar, chain, or other device to prevent them from straying off the premises, or under the reasonable supervision of the owner or custodian. If a dog attacks someone and the owner does not follow the regulations, the owner faces civil responsibility and fines of up to $1,500.

In the District of Columbia, dogs must also be kept on a leash. They are also not allowed on school premises or in any public leisure area without a leash when school is in session.

Indiana is one of the states that has enacted a restraint law, requiring dogs to be confined at all times. Otherwise, if a human is bitten by a dog that is not confined, the owner faces civil and criminal sanctions.
